Snowden's father Lonnie was also an officer in the Coast Guard, and his mother Elizabeth is a clerk in the US District Court for the District of Maryland.

His sister, Jessica, was a legal advisor at the Federal Judicial Center in Washington, D.C. Edward Snowden said he hoped to work for the federal government, as did the rest of his family. His parents divorced in 2001, and his father remarried. Snowden scored 145 on two separate IQ tests.

In the early 1990s, while still in grade school, Snowden moved with his family to the area of Fort Mead, Maryland. Mononucleosis caused him to miss high school for about nine months. Instead of returning to school, he passed the GED test and took classes at Anne Arundel Community College. Although Snowden had no bachelor's college degree, he worked online toward a master's degree at Liverpool University in England in 2011.

Edward Snowden dropped out of high school and studied computers at Annie Arundel Community College in Arnold, Maryland (from 1999 to 2001, and then from 2004 to 2005). Between his stints at community college, Snowdon spent four months in the Special Forces training in the Army Reserve from May to September 2004 but did not complete his training. Snowden told the Guardian that he was "discharged from the military after breaking both legs in a training accident."
